Shelly Kapoor Collins 

Founder, Shatter Fund; Managing Director, Sway Capital

Shelly Kapoor Collins is a venture capitalist working at the intersection of technology, innovation, and policy, with a focus on early-stage investments in female-led and -founded technology startups across sectors such as eCommerce, HealthTech, and FinTech. After founding and running her own companies and technology products, Shelly transitioned from entrepreneur to venture capitalist to create greater impact by empowering female founders to become full participants in the innovation economy.

Shelly is Managing Director at Sway Capital where and leads Imapct Investing. L She is also the Founder of the Shatter Fund, an innovative venture fund and platform supporting female-led tech startups.

In March 2021, Shelly hosted the first virtual Shatter Summit, which brought together over 600 global guests, including influential female founders, venture capitalists, and executives. At this event, she announced the launch of the Shatter Foundation, a nonprofit anchored by global asset manager Franklin Templeton, providing entrepreneurial education tools to underserved girls. She continued the momentum by hosting additional Shatter Summits online and in person at the U.S. State Department, featuring distinguished speakers such as former Pepsi CEO Indra Nooyi, WNBA Commissioner Cathy Engelbert, and MSNBC anchor Mika Brzezinski. The most recent initiative of the Shatter Fund platform is Shatter Health, and one of Shelly’s most recent investments includes the opening of Ellie Mental Health Georgetown, expanding access to vital mental health services.

Shelly’s influence extends into policy and advocacy. She was appointed to the National Women’s Business Council by the Obama Administration and served as Vice Chair of the Women in Public Service Project, initiated by Secretary Hillary Clinton at the State Department. Shelly also served as National Co-Chair for Technology on Barack Obama’s 2012 presidential campaign and worked alongside Vice President Kamala Harris on tech fundraising efforts.

Her contributions have earned her recognition as one of the Top 20 Influential Indian Women by the Economic Times of India and inclusion in Forbes’ “40 Women to Watch Over 40” list in 2015. Shelly was honored at the 100 Global Women Icons Awards Gala & Economic Development Summit in Washington, D.C.

A passionate advocate for STEM education, Shelly holds both an MS and a BS in Management Information Systems from the University of Maryland. With over 20 years of experience spanning technology, policy, and investing, she has advised U.S. Presidents and presidential candidates, and served as a member of California Governor Gavin Newsom’s Entrepreneurship Task Force.
